I have the honour to inform you that on the 28th
of April the Head of the Sanitary Department forwarded to the
Colonial Secretary a complaint from the Conservancy Contractor
complaining of demands of blackmail by robber gangs in the Shun
Tak District in the Kwangtung Province where the soil brought
from Hongkong is disposed of; and the firing on his junks after he had refused to pay more than the annual toll of $3,000 which has been paid for years for the safe conduct of the Conservancy
Junks.

After considerable correspondence through His
Majesty's Consul-General at Canton, which did not result in effective measures being taken by the Chinese Authorities, addressed a letter, copy enclosed, to the Commodore asking that a gunboat might be sent to the district, On receipt of Commod- ore Anstruther's reply, copy of which is also enclosed, I sent
Mr. Tratman to Canton and I now attach copy of his report of
his visit to the district in question in H.M.S."Moorhen".
